Welcome to the Department of Administrative Services for the City of West Sacramento. The Department of Administrative Services provides financial and human resource support to all City departments and provides information to the general public on matters concerning the City’s finances and employment opportunities with the City. The Department has two divisions: Finance and Human Resources.

What Does Administrative Services Do?

Under the leadership of the Director of Administrative Services, Phil Wright, the Finance Division is responsible for specific activities such as investing surplus City funds, publication of budget documents, annual fee adjustment, formation of special improvement districts and coordination and monitoring of financing and development agreements.  Also under his leadership, the Human Resources Division is responsible conducting recruitment and testing activities, maintaining personnel and salary records, coordinating training activities, coordinating the workers’ compensation and safety programs, providing guidance to departments on the interpretation of the Personnel Rules, Administrative Policies and Memoranda of Understanding, and conducting employee appreciation and recognition programs.
