Advance the development of West Sacramento as a vibrant City where you can live, work and play by providing a comprehensive approach to planning and infrastructure that meets the needs of all segments of the community and facilitates responsible, high quality and well planned growth.

Mission Statements


Provide City Council, appointed Commissions and citizen’s information to make informed decisions with clear documentation that supports the community vision taking into account broad input from the community and City organization.
Provide a consistent, fair and solution oriented development permitting and inspection system that strives for excellent customer service. Clearly state communication requirements and expectations early in the development review process. Develop and deliver in a timely manner, quality but cost effective public works services, infrastructure and facilities that results in a better functioning and more attractive community. Provide for public works and community services that are responsive to community needs while protecting the public health and employee safety in a fiscally responsible manner.

The Community Development Department consists of the Planning, Building, and Development Engineering Division.

The Planning Division is responsible for regulating the location and quality of new development in the City. The Building Division provides building inspection and plan checking services for all construction in the City for compliance with Uniform Construction Codes. The Engineering Division is responsible for performing all professional and sub professional engineering functions for the City.

Office Hours - Monday through Friday, 8:00 a.m. - 5:00 p.m.
Public Counter Hours of Availability are as follows:
Building, Planning and Engineering, including Cashier
8:00 a.m. - 12:00 p.m., Monday through Thursday,
and you must be signed in prior to 11:30.
The Public Counter will also be open from 2:00 PM to 4:00 PM on Mondays,
and you must be signed in prior to 3:30.
The Public Counter will be closed on Fridays.
