On February 5, 2013, the State Water Resources Control Board (State) adopted the Phase II Small Municipal Separate Storm Sewer System (MS4) National Pollutant Discharge Elimination System (NPDES) Permit, Water Quality Order No. 2013-0001-DWQ, General Permit No. CAS000004 (Phase II Stormwater Permit). The effective date of the permit was July 1, 2013, with the requirements phased in over the five-year permit term.

The Phase II Stormwater Permit regulates discharges from Small MS4s and requires Permittees to implement a stormwater management program. The City of West Sacramento is named as a Small MS4 Permittee in the Phase II Stormwater Permit and implements its stormwater management program locally to prevent and eliminate stormwater pollution to the maximum extent practi
cable.

In order for the City to meet requirements of Section E.12 of the current Phase II MS4 Permit an update of the post-construction requirements were needed. The City entered into a collaboration with 16 other Central Valley municipalities and WGR Southwest Inc. to develop the "Post-Construction Standard Plan". The "Post-Construction Standard Plan" guides proponents and municipal plan checkers through the various requirements of the Phase II Municipal Separate Storm Water Sewer System (MS4) Permit.

Post-Construction Standards Plan
The "Post-Construction Standard Plan " guides project proponents and municipal plan checkers through the various requirements of the Phase II Municipal Separate Storm Water Sewer System (MS4) Permit and addresses the Post-Construction Measures which includes:

Post-Construction Project Worksheet
 
A completed Post-Construction Project Worksheet is required to be submitted with the submittal of a project which meets the Regulated project criteria. A Regulated project creates or removes and replaces 5,000 square feet  or more impervious surface.

Post-Construction Small Projects
A completed Small Project Post-Construction Project Worksheet is required to be submitted with the submittal of a project which meets the Small Project criteria. A Small Project creates or removes and replaces 2,500 to 5,000 square feet impervious surface. This package includes the first two pages of the Post-Construction Project worksheet.

CalGreen stormwater requirements regulates project which are less than an acre in size. To meet is requirement a Erosion Sedement Control Plan (ESCP) needs to be included in the submittal package.
