The Housing and Community Investment Department (HCI) is comprised of three divisions: Housing, Community Investment, and Grant Administration. The Department is funded with several sources of funds including Redevelopment Agency Housing Set-Aside Funds, grant funds, and fees.

HCI's Housing Division has the general responsibility for development and implementation of affordable housing programs, policies, and projects for the Redevelopment Agency and the City of West Sacramento.  These programs include the First Time Home Buyer Program, Affordable Housing Purchase ProgramResidential Rehabilitation Program, and the Neighborhood Stabilization Program.

Other activities of the Housing Division include the administration of the Inclusionary Housing Program for
Southport and the Redevelopment Project Area, Affordable Housing Monitoring, gap financing loans for the construction or rehabilitation of affordable multi-family housing, and reporting on affordable housing production to various agencies such as the State Department of Housing and Community Development and the Sacramento Area Council of Governments.  The Housing Division is also responsible for the development and implementation of the Mobile Home Park Program.

HCI, under the Community Investment Division, implements special projects and programs that are non-housing in nature.  Examples of special programs and projects inclue the
Brownfields Redevelopment Program and the Bryte and Broderick Community Strategy.

The Grant Administration Division of HCI acts as a clearinghouse for grant activity for the City, including tracking of grants and notifying City departments of funding sources available for projects and programs.  The division attempts to ensure that the City obtains its "fair share" of grant funds available to municipalities.
