| | Residential Rehabilitation Program
The City’s Residential Rehabilitation Program provides low-income homeowners assistance in the form of low-interest loans, and is used to correct major system deficiencies including, but not limited to, plumbing, electrical, heating and roofing. Mobile homes are not eligible for this program unless they are set on a permanent foundation and the mobile home owner owns the land under the mobile home. Loan amounts are up to $60,000 at 3% simple interest for a 15-year term. Funding for the Residential Rehabilitation Program comes from Community Development Block Grant (CDBG), HOME and CalHOME funds.
The program is designed to help preserve the existing housing stock, eliminate existing or potential eyesores in neighborhoods, assist property owners in eliminating all property code violations, and encourage property owners to take pride and responsibility for the maintenance of their home.
Eligible Repairs for the program are:
- Roofs, gutters
- Windows/doors
- Furnaces
- Water heaters
- Plumbing
- Electrical upgrades
- Water
- Insulation
- Handicap access
- Painting – limited
- Safety hazards correction
- NO COSMETIC REPAIRS
To qualify for this program, the resident must own and occupy a family dwelling. The total household income may not exceed 80% of the area median income family size. 2010 Yolo County Income Limits
Applications from all qualified property owners will be evaluated and rated based on need. Program Steps:
- Application submitted; eligibility determined.
- Inspection of the property by Rehabilitation Inspector.
- Work specifications are written.
- Bid conference is scheduled to solicit bids from at least three eligible contractors.
- Bids are reviewed by Rehabilitation Inspector and homeowner. Homeowner selects a bid.
- Application packet submitted to Residential Advisory Loan Committee for final approval.
- Loan documents are signed and Rehabilitation Construction Contract is signed.
- During construction, homeowner responsible for monitoring the construction daily. Rehabilitation Inspector will inspect periodically to ensure repairs meet code requirement.
- Before final payment is made, release of applicable liens is obtained from the contractors and supplies and the Rehabilitation Inspector completes a final inspection.
One time grants of up to $5,000 to very-low income households are also availble for emergency repairs to owner-occupied single family homes or mobile homes. Additional requirements may apply. For more information contact Mercy Housing California at (916) 414-4400.
