Housing & Community Investment

The Housing and Community Investment Department (HCI) is comprised of three divisions: Housing, Community Investment and Grant Implementation. The Department is funded with several sources of funds: Redevelopment 20% Housing Set-Aside Funds, various grant funds and fees.

The Housing Division has the general responsibility for development and implementation of affordable housing programs and projects for the Redevelopment Agency and the City of West Sacramento, including the Shared Equity Housing Program, Residential Rehabilitation Program, First Time Homebuyer Program, Inclusionary Housing Program, Regulatory Agreement Monitoring, the HIRE Program and reporting on affordable housing production to various agencies such as the State Department of Housing and Community Development (HCD) and the Sacramento Area Council of Governments (SACOG).

The Department, under the Community Investment Division, implements or administers special projects and programs that are non-housing in nature. The Neighborhood Enhancement, Brownfields coordination and the Motel/Mobile Home Park Programs are examples of special programs under this division. The Neighborhood Enhancement Program is designed to revitalize focused neighborhoods in the City. This division works closely with other departments, agencies and community stakeholders.

The Grant Administration/Program Division acts as a clearinghouse for grant activity for the City including tracking of grants and notifying departments of funding sources available for City/Agency projects and programs. This division attempts to ensure that the City and the Redevelopment Agency obtain their “fair share” of grant funds available to municipalities.

This ordinance has been developed in conjunction with the mobile home park task force, and will be presented to the Housing Advisory Commission in September.  The first presentation to the City Council is tentatively scheduled for early October.
