INFORMATION ON DISCONNECTION OF UTILITIES
A - Owners
of Residential Properties: Owner must pay for and obtain
a demolition permit from the building department before the residential
structure is to be demolished or removed. You may request, for a fee,
to be determined and paid for by owner, at time of your request, that
utilities be disconnected on a certain date or within a certain period
of time. The applicable agencies need lead time prior to disconnection
of services. Please note that most agencies are closed during weekend
and holidays.
No grading, building or demolition permit shall be issued for a project until the city has approved a “construction and demolition debris recycling plan” for the project. The plan shall be submitted to the Department of Public Works and Community Development in the format as prescribed. The plan shall contain a reasonably accurate estimate of the tonnage or other specific units of debris expected to be generated by the project.
During the term of the project, the applicant shall recycle or divert 50% of the demolition debris generated. Within sixty days following the completion of the project, the applicant shall submit a report demonstrating compliance with the requirements. Receipts and weight tags may be used to verify whether materials generated from the site have been or are to be recycled.

Any hauling of debris in West Sacramento must be completed by a permitted waste hauler. Contact Refuse & Recycling (617-4590) for information on permitted haulers.
Dust Control
The owner shall use all means necessary to prevent dust from being
a nuisance to the public, neighbors, or local businesses during the
construction period. Owner must not perform any demolition work without
spraying water over the demolition work area to control the dust.
Storm Water Pollution Prevention
The Owner shall prevent any material created as a result of his activities
from entering the storm drain system. The storm drain system includes,
but is not limited to, the gutter, the roadway, creeks, ditches, and
any underground storm water conduit.
Regardless of the size and area of the property, the owner shall install
straw wattles along the entire length of the drain and discharge sides
of the property. The wattles shall be placed in a manner consistent
with standard industry practice.

1 - PG&E: (530) 661-5654 Construction Office to disconnect the
gas & electrical services, and to remove any utility poles on site
on a certain date or within a certain period of time.
Call five (5) working days prior to start of work:
1 - City of West Sacramento Building Department (916) 617-4683 for
required permits.
2 - City of West Sacramento Finance department (916) 617- 4589 to disconnect
the existing water and sewer lines to your property.
3 - Your cable Company.
4 - Your telephone Company.
5 - Call Underground Service Alert (USA), 48 hours before any excavation,
(800) 642-2444.
Encroachment Permit
You need to take an encroachment permit from Engineering Division
(916) 617-4645 if the demolition work involves work to be carried out
into public right of way. Owner is responsible for all the required
fees.

B
– Owners & Contractors: Owners who wish to demolish their commercial properties, and contractors
with a contract to demolish any structure,
must pay for and obtain a demolition permit from the building department
before the structure is to be demolished or removed. The Owner and/or
Contractor shall arrange to have all utility services connections disconnected,
and capped off at the curb side, at his own expense, prior to start
of demolition work. Owner and/or Contractor must call the building
department, and other appropriate agencies, for inspections to verify
the work was done properly and according to the City’s construction
standards. Please note that most agencies are closed during weekend
and holidays.
