It is the policy of the Police Department to resolve all complaints in a friendly and courteous manner so as to obtain voluntary compliance if at all possible. As a last resort, enforcement action will be taken in order to protect or secure a higher quality of life for the citizens of West Sacramento.

Do you have any of the following problems in your Neighborhood?

Junk or abandoned cars on private property?

Garbage and trash on vacant lots or private property?

Automobile repairs being conducted on more than two vehicles at a time?

Dangerous or dilapidated houses and/or structures?

If so, the City would like to have your help in beautifying your neighborhood. You can do this by becoming familiar with the Nuisance Abatement Codes and making sure that your residential lot is in compliance with City Municipal Codes. Remember, a beautiful City is built one residence at a time.

Important Municipal Codes:

Vehicle Parking 17.34.035
Vehicles may not be parked on the lawn or any unimproved surface which is not paved with concrete, asphalt, masonry or turfstones or other comparable durable and dustfree surface. Prior to paving you should contact the Engineering Division at 617-4645 regarding the paving surface and to determine if an encroachment permit is required. If your driveway has been historically and continuously used as an unpaved driveway where no paved parking exists an your property you may park your vehicle on that surface.

Vehicle Parking 10.24.160
Vehicles may be parked on the street for a maximum period of 72 hours, and must be in running condition and have current license and registration. If not operable, i.e., no engine, no wheels, etc., they can be towed immediately by the City.

Vehicle Parking 17.34.035
Vehicles maybe parked in the driveway, but must be in running condition. If they appear inoperable or dismantled, you will be asked to remove them to a location where they can be disposed of or repaired. If not, they may be towed and stored by the City.

Vehicle Repair 19.050.001(o)
Use of property in a residential district for the purpose of performing major auto repair is prohibited.  Minor vehicle repair in a residential district is prohibited where any of the following conditions exists: (1) the repair is conducted on vehicles registered to persons not currently residing on the property; (2) the repair is conducted outside of a fully enclosed structure and results in a vehicle being inoperable for more than twenty-four (24) hours; or (3) for a profit, except where such use constitutes a legal non-conforming use pursuant to the City Zoning Code.

Commercial Truck Parking 10.36.020(A)
Commercial trucks and trailers (semi-trucks) shall not be parked in Residential Zones except when loading or unloading.

Auto Dismantling 19.00.25
The operation of a junk yard or auto dismantling yard is only allowed in an industrial zone and requires a special permit from the City Planning Commission. This type of use in a residential zone is illegal and will result in enforcement action to stop it.

Abandoned, Wrecked, Dismantled or Inoperative Vehicles. 19.10.03

It is unlawful and a violation for any person to abandon a vehicle upon public or private property without the express or implied consent of the owner or person in lawful possession or control of the property, or who owns or has possession of any vehicle to place the vehicle upon any street, alley, or city parking lot for more that a consecutive period of seventy-two (72) hours.

Garbage, Trash, Appliances 19.050.01(a)(b)
Any accumulation of garbage, trash, appliances, car parts, old furniture, scrap materials, etc. that is a visual blight in a neighborhood must be removed from the property. Other City ordinances may also require the removal of such material.

Trimming or Removing a Tree 8.24.010
Certain trees require a permit to be trimmed, pruned or removed. Prior to pruning, trimming or removing any tree please contact Parks and Recreation at 617-4620 to determine if a tree permit is required.

Home Operated Businesses 17.41.018
You may operate a business out of your home if it is an "office" type business or personal service; however, you must obtain a Business License. You may not use your home to repair, manufacture, process, sell, display or trade goods, materials or objects. There are many rules involved in doing business out of your home. Substandard Housing 17920.3 H&S

Report any building violations such as dangerous electrical, mechanical, fire or plumbing hazards; rodent or insect infestations; structures in jeopardy or collapse or hazards that appear to constitute and clear and present danger to the occupants and/or the public.

Building Permits UBC 106.1
Building Permits are required except as exempted in Section 106.2 of the Uniform Building Code. No building or structure shall be erected, constructed, enlarged, altered, repaired, moved, improved, removed, converted or demolished unless a permit for each building or structure has first been obtained from the Building Department. A Building Permit is not required for the following:

  1. One story detached accessory buildings used as tool and storage sheds, playhouses or similar uses, provided the projected roof area does not exceed 110 square feet.
  2. Fences not over 6 feet high.
  3. Painting, papering and similar finish work.

Exemption from the permit requirements of the Building Code shall not be deemed to grant authorization for any work to be done in any manner in violation of this code or any other law or ordinance of this jurisdiction. Unlawful Conduct Declared 19.05.02 (a) (b) (Municipal Code)

It shall be unlawful and a violation of this Code for any person to construct, enlarge, alter, repair, move, improve, remove, or convert or demolish, equip, use or occupy or maintain any building for structure deemed to be in violation of this Section or cause or allow the same to be done in violation of this Section or contrary to any notice, order, permit or entitlement issued by the Chief of Police or Building Official. 

A person shall be shall be charged with a separate offense for each day during any portion of which such person commits, continues, maintains, or permits a violation of this Section.

How to File a complaint

  1. Identify the specific complaint or nuisance.

  2.  
  3. Give your name, address, and telephone number. This information is confidential and will only be used by us in order to obtain additional information or to advise you of the status of your complaint. All complainants remain anonymous.

  4.  
  5. Give the exact location of the problem.
    • Street name and house number.
    • If no address, then the location of the property, i.e., northwest corner of West Capitol Avenue and Jefferson Boulevard.

  6. Give specific description of complaint.
    • Vehicle license number, type, color, make of vehicle or any parts missing.
    • Type of debris: car parts, building materials, tires, garbage or trash.

Complaints regarding health and safety hazards will be given priority. If the complaint is valid, we may issue a warning notice(s) to the owners) to give them the opportunity to correct the situation. If they do not, the City will initiate action to obtain legal compliance and/ or have the work completed by a contractor. This legal process can take between thirty (30) and one hundred twenty (120) days, depending on the nature of the violation. With the voluntary compliance from a cooperative owner, this time may be reduced to as few as ten (10) days.

Some violations of the Municipal Code are infractions, and complaints involving these violations are resolved by issuing a citation to the violator(s). Other Municipal Code violations are misdemeanors, and a misdemeanor conviction can result in a fine and/or imprisonment in County Jail.
