Public Review & Comment Period: Wednesday, June 13, 2007 to Monday, July 30, 2007
A Draft Environmental Impact Report has been prepared for the Yarbrough General Plan Amendment and Rezoning project to be located in the southwest village of Southport, south of Bevan Road, east of the Deep Water Ship Channel, and west of the Sacramento River in the City of West Sacramento. This Draft EIR has been prepared to address the potential environmental impacts of the proposed project. Requested entitlements include a General Plan Amendment and rezoning. The City will also be seeking a Development Agreement with the applicant.
The project would modify the planned development of the Southwest Village. The area is currently planned for residential development ranging from low to medium densities, neighborhood commercial, elementary school, agricultural, open space, and parkland uses. The project would amend the current land use designations to support development of approximately 3,004 residential units (including low-, medium-, and high-density offerings), a mixed-use village core, an 18-hole golf course, a 40-acre lake park, and community open-space areas.
The project would represent an increase of approximately 1,800 residential units compared to what was considered by the Framework Plan EIR. The project also includes changes to the General Plan and the Zoning Map (West Sacramento Municipal Code, Title 17) to generally increase residential densities and add recreational opportunities. The Draft EIR notes impacts on the environment and contains mitigation measures, which if implemented, would reduce the potential impacts to less than significant. The EIR also notes impacts which cannot be mitigated.

A workshop before the Planning Commission on the Draft EIR will be held on Thursday, July 19, 2007, at 6:00 pm in the City Council Chambers at City Hall, 1110 West Capitol Avenue.
