West Sacramento City leaders and community members gathered today to celebrate the completion of the State Streets Pavement Rehabilitation Project, a major infrastructure investment that improves roadway conditions, accessibility, and long term pavement performance in one of West Sacramento’s established neighborhoods. The project supports the City’s commitment to delivering voter approved investments in neighborhood streets through Measure O.

The project represents the final phase of a coordinated, multi year effort to modernize underground utilities and neighborhood streets in the State Streets area, following sewer rehabilitation completed in 2020 and water main replacement in 2021. The most recent phase, completed in 2025, focused on pavement and roadway improvements throughout the area bounded by Stone Boulevard, Park Boulevard, 15th Street, and Jefferson Boulevard.

Work included resurfacing more than six lane miles of roadway with Hot Mix Asphalt, applying slurry seal to more than 4.5 lane miles, replacing approximately 2.5 miles of curb and gutter, and upgrading more than 40 curb ramps to meet current Americans with Disabilities Act standards. Construction was strategically phased to allow concrete work to occur during winter months, enabling paving to begin as soon as weather conditions allowed.

“This project reflects our commitment to maintaining safe, reliable streets and making long term investments in West Sacramento’s neighborhoods,” said Mayor Martha Guerrero. “By coordinating sewer, water, and roadway improvements over several years, we’re able to deliver durable infrastructure that serves residents today and well into the future.”

The $7.65 million project was funded through a combination of state and local sources, including SB 1, the Road Repair and Accountability Act of 2017, Measure E, and Measure O. Measure O funding supports the City’s promise to voters to invest in critical road rehabilitation projects across West Sacramento. The project was managed by the City’s Capital Projects Department in close collaboration with Public Works, with design services provided by Bennett Engineering, construction engineering by GFT, and construction performed by George Reed, Inc.

“This project reflects the City’s ongoing commitment to strengthening our neighborhoods and improving safety and accessibility for all,” said Councilmember Verna Sulpizio Hull of District 4. “It’s an exciting investment in our community that will benefit residents for years to come.”

Following remarks, City officials marked the project’s completion with a ceremonial ribbon cutting and viewed before and after renderings highlighting the transformation of neighborhood streets. The completed improvements enhance safety, accessibility, and pavement quality while supporting the long term resilience of West Sacramento’s transportation infrastructure.
