The City celebrated the grand opening of 60 apartment homes in District 2.
The City of West Sacramento celebrated the grand opening of The Bridge at West Gateway on Thursday, June 25, marking the completion of a new affordable housing community that brings 60 apartment homes for working families and advances the City’s commitment to expanding housing opportunities, strengthening economic mobility, and supporting equitable growth.
Developed by Jamboree Housing Corporation in partnership with the West Sacramento Housing Development Corporation and the City of West Sacramento, The Bridge represents a significant investment in the community and the successful completion of West Gateway Place Phase II. Located near employment centers, public transportation, schools, and essential services, the development helps connect residents to opportunity while reducing barriers to housing stability.
The four-story community just steps from Sutter Health Park provides affordable homes for households earning between 30% and 60% of Area Median Income, including six permanent supportive housing units reserved for families earning 20% of Area Median Income who are at risk of homelessness.
"The Bridge represents our commitment to ensuring West Sacramento remains a place where working families can build stability, access opportunities, and create a brighter future for the next generation,” said Mayor Martha Guerrero. “By investing in developments such as The Bridge, we are signaling to others that West Sacramento is a place you want to live, work, and play. We are proud to partner with organizations like Jamboree that share our vision of a city."
The City played a critical role in bringing the project to fruition through a funding package exceeding $10 million, including investments from its Housing Trust Fund, HOME Program Income Funds, and a land carryback loan. The development also fulfills a major Proposition 1C affordable housing obligation, reflecting the City’s continued commitment to meeting local and state housing goals while ensuring residents of all income levels have a place in West Sacramento’s future.
“The true measure of a community is not simply how it grows, but how it creates opportunities for people from all walks of life. This investment is expanding access to quality housing and strengthening not only our housing landscape, but the social fabric that makes West Sacramento a welcoming and vibrant place for generations to come,” said West Sacramento District 2 Councilmember Quirina Orozco.
In addition to affordable homes, The Bridge features a variety of community amenities, including an outdoor courtyard, children's play area, youth gathering spaces, and a community room that supports resident programming and services. Through a partnership with Yolo County Children’s Alliance, residents will have access to after-school tutoring, financial literacy education, and other supportive programs designed to enhance quality of life and promote self-sufficiency.
Housing is a critical component of a healthy and thriving community, and investments such as The Bridge help ensure that residents and employees can continue to live near jobs, schools, transportation options, and community amenities while contributing to the City’s long-term economic vitality.

Community Development Block Grant
Program Overview
The City of West Sacramento receives an annual allocation of Community Development Block Grant (CDBG) funding from the U.S. Department of Housing and Urban Development (HUD). The purpose of the CDBG Program is to foster viable urban communities by providing decent housing, a suitable living environment, and expanded economic opportunities—particularly for persons from low- and moderate-income households.
In accordance with HUD regulations, the City develops a Five-Year Consolidated Plan, along with an Annual Action Plan for each program year. These plans outline the community development goals, strategies, and eligible activities the City will pursue using its CDBG funds, in accordance with the priorities established in the City's strategic plan. They are informed by community input and guided by local priorities. Links to these plans and the program's documents can be found below.
Eligible Activities and Funding Priorities
CDBG funds may be used to support a wide range of programs and projects, including:
- Affordable housing development and preservation
- Public infrastructure improvements
- Social services and supportive programs
- Economic development and job creation
- Neighborhood revitalization
All funded activities must meet at least one of HUD’s three national objectives:
- Benefit low- and moderate-income persons
- Prevent or eliminate slums or blight
- Meet an urgent community development need
Questions or comments regarding the City’s CDBG program may be submitted to Isaah Alford, Community Investment Planner at isaaha@cityofwestsacramento.org.
CDBG Projects
Community Development Block Grant funding was used to support the Washington and Broderick Lighting and Safety Improvement Project. The purpose of this project was to improve pedestrian safety and driver visibility throughout the Washington and Broderick neighborhoods by replacing and updating street and traffic lights, upgrading and adding pedestrian push buttons at various traffic signals, and installing video detection and traffic signal cabinet upgrades. This project meets the CDBG Low/Mod Area Benefit Objective because it will primarily benefit low-income residents of Census Tract 101.01 and will improve pedestrian safety and driver visibility throughout the Washington and Broderick neighborhoods.
