City Seeks Input on Future Waste Services

Waste customers are invited to attend the community engagement open house on Tuesday, Sept. 1, from 6 to 8 p.m. at City Hall to learn more about the City's process for selecting a future waste collection provider. Attendees can ask questions and share feedback before the City Council considers a staff recommendation.  

Waste Management (WM) has provided waste collection services in West Sacramento since the City's incorporation in 1987. Their current contract expires in July 2027, and for the first time, the City is conducting a competitive procurement process to identify the best-qualified provider for future waste collection services. 

The City issued a Request for Proposals (RFP) in November 2025 and followed its procurement requirements, including convening an evaluation committee to review proposals. Proposals were evaluated based on quality of service, operations, sustainability, outreach and customer service, and service rates. GreenWaste was ranked first, followed by Waste Management and Atlas. Since then, the City has negotiated with GreenWaste, resulting in lower proposed rates than those initially submitted. GreenWaste has also proposed additional services, including curbside battery collection, a low-income/senior discount program based on PG&E eligibility criteria, and enhanced community outreach. 

The City understands that any increase in household expenses can be difficult for residents. Regardless of which provider is ultimately selected, waste collection rates will increase. The last rate increase was July 1, 2021, and the City has absorbed approximately 22% in cost increases since then rather than passing those costs along to customers to help account for the financial challenges facing the community due to the pandemic. As a result, the City experienced approximately $1.9 million in waste collection costs during the 2026-27 fiscal year that were not covered by ratepayers. 

Inflation, increased operating costs, and the need to recover the actual cost of providing waste collection services mean rates will need to increase regardless of the selected provider. The competitive process is intended to ensure the City selects a provider that offers the best overall value for the community. 

In September and October 2025, approximately 900 of the City's 15,000 customers responded to a survey about their waste collection services experience. While that feedback has helped inform the process, the City recognizes the importance of continued community engagement as the decision moves forward. 

The City Council held a workshop on Aug. 19 to discuss the procurement process and proposals. Following additional community engagement and 

staff's review of the proposals and negotiations, City staff will make a recommendation to the City Council for consideration and a vote. 

Residents are encouraged to attend the Sept. 1 community engagement open house to learn more about the proposals, anticipated rate changes, potential service improvements, and to share their feedback with City staff.
