Completion Update

The City of West Sacramento has completed its Citywide Safety and Signal Improvement initiative, a federally funded effort supported by the Highway Safety Improvement Program (HSIP). The primary goal was to enhance safety for both vehicles and pedestrians along high-risk streets and intersections. 

This initiative brings targeted upgrades designed to reduce collisions, improve visibility, and enhance pedestrian access at more than twenty locations throughout the community. 

Completed Improvements:

• Traffic Control (4 locations): Lake Washington Blvd at Southport Pkwy & Westbridge Plaza; Jefferson Blvd at 15th St; Sacramento Ave at Sunset Ave
• Signal Upgrades (6 locations): Jefferson Blvd at Sacramento Ave & Michigan Blvd; Harbor Blvd at Evergreen Ave, Reed Ave, Riverpoint Ct & Duluth St; Harbor Blvd & Reed Ave; Jefferson Blvd & Michigan Blvd
• Enhanced Crosswalks (4 locations): Jefferson Blvd at 11th St; C St at 6th St; Sacramento Ave at Solano St & Simon Terrace
• School Zones & Paths (6 locations): Crossings near Westfield Village and Stonegate Elementary Schools; Bryte Park; Quail-Columbus Path; and surrounding streets

These combined safety treatments improve visibility, organize traffic movements, and create safer crossings, reducing potential conflicts between vehicles and pedestrians along major corridors.

Background

The HSIP Safety and Signal Improvement Project was identified through a Systemic Safety Analysis Report (SSAR) prepared by DKS Associates, in 2018. This report performed a collisions analysis with citywide crash data, identified safety issues on the city's roadway network, and developed a list of systemic low-cost countermeasures to improve safety for all network users. The SSAR identified West Capitol Ave, Jefferson Blvd, Harbor Blvd, and Sacramento Ave as the highest ranked "High Crash Corridors" within the city boundaries.

Focusing on the high priority corridors and using the list of California Local Roadway Safety Manual approved countermeasures, DKS worked closely with City Engineers to finalize the project's scope and locations based on cost and feasibility constraints, competitiveness of Benefit Cost Ratio (BCR) for grant funding, field observations, potential safety benefits, and synergy with current and planned city improvement projects.

Project Benefit

Improvements for this Project are aimed to decrease collisions between vehicles and pedestrians by increasing the spatial awareness for vehicle and pedestrian users with the countermeasures described in the table above.
