Installation of updated truck traffic signage - September 2025

Location:

Marshall Road Corridor: between Jefferson Blvd and Deep Water Ship Channel Levee Access Road

Higgins Road Corridor: between Jefferson Blvd and Linden Road

Truck Traffic Signage Area: within Southport between Deep Water Ship Channel, Southport Pkwy, and Jefferson Blvd, which includes Marshall Road, Golden Gate Drive, Promenade Street, and within the Southport Industrial Business Park

Background:

The Marshall Road and Higgins Road corridors have regularly received requests from residents regarding speeding issues, sidewalk and bicycle facility gaps, and is a reoccurring location for police enforcement of traffic and transportation issues, notably neighborhood cut-through of truck traffic.

Scope:

Truck Traffic Signage Updates: 

• Comprehensive update for truck related signs throughout the area to guide trucks toward designated routes to Southport Industrial Business Park (using Jefferson, Lake Washington, and Southport Pkwy) and enhance visibility of truck prohibitions on neighborhood roadways (Marshall Road, Golden Gate Drive, Promenade Street, and Southport Pkwy south of Ramos Drive)

Marshall Road Traffic Control and Traffic Calming Improvements:

• Review existing intersections to address traffic operations, speeding, traffic calming, bicycle and pedestrian safety.
• Evaluate Warrants for All-Way Stop Control Conversions (e.g. Marshall Rd/Rivermont St/Allan Ave)
• Roundabout Design and Improvements (e.g. Seymour Ave)
• High Visibility Crosswalks with Rapid Rectangular Flashing Beacon (RRFB)
• Installation of quick-build elements for short-term traffic calming improvements

Marshall Road Sidewalk Gap Improvements:

• Coordinate planning and design for completing the sidewalk gaps on Marshall Road between Southport Parkway and Jefferson Blvd.  In conjunction with curb ramps, curb, gutter, drainage, and utility improvements.

Higgins Road Traffic Control and Traffic Calming Improvements:

• Evaluate Warrants for All-Way Stop Control Conversions (e.g. Higgins Rd/Linden Rd)
• Evaluate Improved Crosswalks at Jefferson/Higgins intersection
• High Visibility Crosswalks with Rapid Rectangular Flashing Beacon (RRFB)
• Traffic Calming Elements (e.g. speed bumps, pinch points, median islands)

Higgins Road Sidewalk Gap Improvements:

• Coordinate planning and design for completing the sidewalk gaps on Higgins Road between Summerfield Drive and Jefferson Blvd.  In conjunction with curb ramps, curb, gutter, drainage, and utility improvements. 

Project Benefits:

The Marshall & Higgins Transportation Safety and Traffic Calming Project will analyze current transportation issues, speeding issues, and traffic operations to identify recommended improvements along each corridor to support multi-modal safety and meet the demand for existing and future development.  This will include traffic calming elements to address speeding issues, evaluating traffic control and operations for vehicles entering Marshall Road or Higgins Road, and fill-in gaps for sidewalks, crosswalks, and bike facilities, primarily to provide a safe route to connect to River City High School.
