Paying a Parking Citation

Parking citation payments are accepted in several ways: 

  • Onlinehttps://dspayments.com/WestSacramento. The citation number (issue number) and a credit/debit card are required for online payments.
  • Mail: Send a check or money order (payable to the City of West Sacramento). Mailing Address: City of West Sacramento, Utility Billing Counter 1st Floor, 1110 West Capitol Avenue, West Sacramento, CA 95691
  • In person: City Hall Utility Billing Counter 1st Floor, 1110 West Capitol Avenue, West Sacramento, CA 95691, Monday – Friday from 8:00 a.m. – 5:00 p.m. Please bring your parking citation and form of payment. Credit/debit cards, cash, money order and checks are accepted. For credit cards, a 3% service fee applies.

Important Note: If paying online, citations may be delayed from appearing in the system. If your citation is not in our system yet, please call 916-617-4589 during normal business hours for assistance with your payment. 

Inability to pay a citation with the online payment system does not excuse payment of any late fees.

Payments must be received or contested no later than 21 calendar days from the citation issue date to avoid additional penalties. Instructions on how to contest or pay are also on the reverse side of the issued citation.

Contesting a Parking Citation

If you feel you were issued a citation in error, you have the option to contest the citation within 21 calendar days from the citation issue date. This may be done by completing the paper contest form below. Contest forms may be submitted in person to the Police Department located at 550 Jefferson Boulevard, West Sacramento, CA 95605. Contest forms are also available in person at City Hall and the Police Department.

Washington Neighborhood - Area B Residential Parking Permit

In the Fall of 2018, the City began using pay-by-plate technology in place of physical parking permits with the Washington Neighborhood area B residential parking permits. The pay-by-plate technology replaces the need to post a sticker or hang-tag on your vehicle.  Users simply enter their vehicle license plate number when purchasing a new permit online. 

B Permit Eligibility

Only addresses within the B permit area are eligible for a B parking permit. A typical way to find out if you are within the B permit area is if a B permit sign is posted on your block and and on your side of the street (not across the street from you). 

Residents of the Capitol Yards Apartments are not eligible for B parking permits as they are not within the boundaries of the B permit area.

If you are unsure whether you are in the B permit area, you may call (916) 617-4589 to confirm. 

Visitor Placards

Those purchasing visitor placards will still need to do so in person at City Hall's 1st floor public counter, located at 1110 West Capitol Avenue, Monday – Friday from 8:00 a.m. – 5:00 p.m. Visitor placards are still in the form of a physical hang-tag so that residents can quickly allow their visitors to park in the B permit area without having to log in online to enter their visitors' license plates. Please bring proof of residency outlined below. 

Permit Application Process

Current permit holders may renew their permits online using the website link below. New users must register for an account using the same link.

When purchasing the B permit online, select Washington Area Annual. Once your application is submitted, additional steps are required to activate your permit. You will be required to provide proof of residency in the B area in one of several ways: 

  • Online: Email rpp@cityofwestsacramento.org
  • Mail: City of West Sacramento, Utility Billing Counter, 1110 West Capitol Avenue, West Sacramento, CA 95691
  • In Person: City Hall Utility Billing Counter 1st Floor, Monday–Friday from 8:00 a.m.–5:00 p.m.,
  • Fax: (916) 373-9006

Acceptable Proof of Residency (only one required): 

  • Current vehicle registration
  • Valid CA driver's license
  • Current utility bill
  • Current lease or rental agreement

Once your proof of residency is received and approved, you will be notified by email that your permit is ready for payment and issuance. You must login to your account online and pay for your permit to activate it.  

Residents without a computer or in need of assistance may also go to City Hall's 1st floor public counter where a computer has been installed to allow purchase of your permit. Please bring proof of residency.

Residential parking permits are issued by address and are not transferable. Improper use can result in revocation by the City.

5th & Bridge City Parking Lot

Public parking is available at the City's 5th & Bridge parking lot on an hourly, daily, and monthly basis. This lot contains 255 spaces, including four ChargePoint electric vehicle charging stations. There is no additional fee to charge an electric vehicle at the charging stations. 

Daily Parking

Daily parking is available in this lot. Customers may pay for parking using the the Parkmobile app, which can be downloaded here, or pay at the parking payment machines located next to the lot.

The parking lot uses pay-by-plate technology. Payment requires that you enter your vehicle’s license plate number. There are no stickers to place in your dashboard since parking enforcement simply scans your vehicle's license plate to check for payment. You can extend your parking session through the Parkmobile app or at the same parking kiosk you paid at.

Monthly Parking

Monthly permits are available and can be purchased online. New users must register for an account with Parkmobile using this link and apply for the Parking Lot Monthly Permit.

Parking Rates

Hourly: $1.75  (except when the Special Event rate is in effect)

Daily: $10  (for 10 hours except when the Special Event rate is in effect)

Monthly: $30

Bridge District Visitor Permits  (5th & Bridge Lot)

Daily visitor permits are now available to 5th and Bridge parking lot monthly permit holders for $5. This visitor pass will allow a visitor to park in the 5th and Bridge parking lot for the day. You can purchase a permit by logging into your Parkmobile account and following the directions shown here. As with the monthly permits, the system is pay-by-plate and you will need to have the license plate number of your visitor. There is a limit of four (4) visitor passes per month per permit holder. You may purchase a permit for up to 31 days in the future. Your monthly permit ID will be your validation code. Please have that number ready when you go to checkout.

Habitat Monthly Permit 

Habitat Apartment residents may purchase a monthly parking permit online (up to 45 Habitat Apartment residents). This permit allows Habitat Apartment residents to park in both the City's 5th & Bridge parking lot and on the street in parking zone 3467 (look for parking signs with zone 3467), which covers Bridge Street, Central Street, and Mill Street.

When purchasing the Habitat permit online, select Habitat Monthly Permit. Once your application is submitted, additional steps are required to activate your permit. You will be required to provide proof of residency in one of the Habitat apartments by either (1) emailing rpp@cityofwestsacramento.org or (2) by visiting City Hall’s 1st floor public counter located at 1110 West Capitol Avenue, Monday–Friday from 8:00 a.m.–5:00 p.m. with one of the following:

  • Current vehicle registration
  • Valid CA driver's license
  • Current utility bill
  • Current lease or rental agreement

Parking Meters in the Bridge District

On July 1, 2017, the City commenced operation of parking meters in the Bridge District. Parking meters are operational seven days a week from 8:00 a.m. – 10:00 p.m. Look for the 2+ Zone signage to determine which areas are subject to payment.

Customers may use the the Parkmobile smartphone application, which you can download here, or use one of the parking payment machines located in the area. Payment requires that you enter your vehicle’s license plate number prior to payment. There are no stickers to place in your dashboard since parking enforcement simply scans your vehicle's license plate. You can extend your parking session through the Parkmobile app or at a parking kiosk in the same zone number you parked in.
