The City's Vision Zero initiative is part of the Federal government's Safe Streets and Roads for All program. The result of the Vision Zero process will be a Vision Zero Action Plan (VZAP). The VZAP will identify dangerous conditions and locations to help plan ways to make them safe, with the goal of eliminating deaths and injuries. 

The Safe Streets and Roads for All program aids local governments in adopting the Safe System Approach to street safety. The Safe System Approach is a guiding principle to address the safety of all road users. It involves a paradigm shift to improve safety culture, increase collaboration across all safety stakeholders, and refocus transportation system design and operation on anticipating human mistakes and lessening impact forces to reduce crash severity and save lives. Safe System Approach includes five elements: safe road users, safe vehicles, safe speeds, safe roads, and post-crash care.

High-Injury Locations

The City's Vision Zero team has mapped the "high-injury locations" where 70% of Fatal and Severe Injury crashes occur on just 3.5% of West Sacramento's streets.

This map is the result of analyzing crash reports filed with the West Sacramento Police Department and reported to the California Highway Patrol and information gathered from West Sacramento's residents, workers, and visitors. The community contributed information about places where they observed near-misses and dangerous traffic behavior by completing surveys and providing information directly to the Vision Zero team.

The Vision Zero team will use this map to prioritize traffic safety improvements so that the City can get the greatest safety benefit for its infrastructure investments.

Project Schedule

The City kicked off this project in January 2024. The draft Vision Zero Action Plan was available for review from July 28 to August 27. The Plan was adopted September 17, 2025. City staff will work toward the Actions to Zero!

How can I get involved?

The Comprehensive Safety Action Plan will be written in collaboration with the people of West Sacramento. Community participation is guided by a community advisory group representing residents, community-based organizations, community leaders, or other civic entities. The community advisory group will oversee a series of events, surveys, and meetings at which West Sacramento's residents, workers, and visitors can tell the City about dangerous conditions and situations on our streets.

How is this being funded?

The Comprehensive Safety Action Plan is funded by the United States Department of Transportation's Safe Streets and Roads for All program and by the City of West Sacramento's General Fund. Future activities or projects from the Comprehensive Safety Action Plan are subject to City Council approval of funding.
