The City of West Sacramento receives an annual allocation of Community Development Block Grant (CDBG) funding from the U.S. Department of Housing and Urban Development (HUD). The purpose of the CDBG Program is to foster viable urban communities by providing decent housing, a suitable living environment, and expanded economic opportunities—particularly for persons from low- and moderate-income households.

In accordance with HUD regulations, the City develops a Five-Year Consolidated Plan, along with an Annual Action Plan for each program year. These plans outline the community development goals, strategies, and eligible activities the City will pursue using its CDBG funds, in accordance with the priorities established in the City's strategic plan. They are informed by community input and guided by local priorities. Links to these plans and the program's documents can be found below. 

Eligible Activities and Funding Priorities

CDBG funds may be used to support a wide range of programs and projects, including:

• Affordable housing development and preservation
• Public infrastructure improvements
• Social services and supportive programs
• Economic development and job creation
• Neighborhood revitalization

All funded activities must meet at least one of HUD’s three national objectives:

1. Benefit low- and moderate-income persons
2. Prevent or eliminate slums or blight
3. Meet an urgent community development need

Community Development Block Grant funding was used to support the Washington and Broderick Lighting and Safety Improvement Project. The purpose of this project was to improve pedestrian safety and driver visibility throughout the Washington and Broderick neighborhoods by replacing and updating street and traffic lights, upgrading and adding pedestrian push buttons at various traffic signals, and installing video detection and traffic signal cabinet upgrades. This project meets the CDBG Low/Mod Area Benefit Objective because it will primarily benefit low-income residents of Census Tract 101.01 and will improve pedestrian safety and driver visibility throughout the Washington and Broderick neighborhoods.
