Complete the application and return or mail with a copy of your PG&E bill showing participation in the CARE program or your Sac Sewer confirmation of Sewer Lifeline Credit, which must be dated within the past two months.

Tier 1 – Low-Income Rate Assistance (LIRA)

• Enrollment in PG&E CARE program or Sac Sewer Lifeline Assistance program or
• Household income at or below approximately 200% of the Federal Poverty Level

Tier 2 – Fixed-Income Senior Rate Assistance (FISRA)

• Account holder 62 years of age or older, and
• Primary residence is served by the City’s water and sewer utilities, and
• Household income at or below approximately 250% of the Federal Poverty Level

Low-income rate assistance is available to homeowners and renters who live at the address for which they are requesting assistance. The applicants’ name must appear on the West Sacramento City utility bill.  Applicants must meet the income eligibility requirements, which are based on the total gross income for all members living in the home.

Rate assistance is not available to landlords for their rental properties.

You must either provide:

Proof of participation in the PG&E’s C.A.R.E. program or the Sac Sewer Lifeline Rate Assistance Program (your award letter or a bill that shows you receive rate assistance)

OR

Income documentation for all members of your family. (Examples of income documentation include income statements from Social Security or Unemployment payments, wage check stubs, bank statements showing direct deposits, tax documents, or tax returns.) 

NOTE: Before mailing, remember to blacken out all highly secure information such as Social Security and/or bank account numbers.  These documents will NOT be returned to you!

If your application is approved, you will receive a monthly credit of:

Fixed-Income Senior Rate Assistance (FISRA):

• $ 9.00 - Water

• $ 6.00 - City Sewer Collection

Low-Income Rate Assistance (LIRA):

• $ 12.00 - Water

• $ 6.00 - City Sewer Collection

• $ 2.00 - Refuse
