Early Learning Services

The Early Learning Services Division operates UP4WS (pronounced UP for West Sac), and our county IMPACT program known as Quality Counts Yolo. We are funded by local taxes, and our County and State First 5. Early Learning Services also oversees the City’s two child care and preschool programs, Discovery Preschool, and Learning Ladder Preschool and Child Care Center.

UP4WS is a partnership among the City of West Sacramento, Washington Unified School District, First 5 Yolo, First 5 California, and Yolo County Office of Education. Our primary objective is to ensure high quality preschool opportunities, and high quality infant and toddler care are available for families of children from birth to five years of age in West Sacramento. Through our partnerships, we serve over 600 children yearly, and help to elevate industry standards including learning environments for children, ongoing professional development and mentoring for teachers, social emotional development and support, and resources for families.
