To keep pace with inflation and rising costs of providing safe, reliable water and sewer services, the City of West Sacramento conducted a utility rate study in 2025-26 of its water and sewer services. Ideally, rate studies should be performed every 3-5 years. The City's previous rate study was conducted in 2017 with rate adjustments adopted for 2018 through 2021. Rates had not been adjusted to keep up with inflation and rising O&M costs since 2021.  Over the past four years, inflation has risen more than 19%, affecting the costs of providing these services.

Throughout the rate study process, the public was encouraged to follow the process, provide input, and learn more about the City’s water and sewer infrastructure and critical service delivery.

At the Public Hearing on March 18, 2026, the City Council adopted the schedule of rate adjustments as presented in the Proposition 218 Notice. The five-year rate schedule takes effect April 1, 2026. Additional adjustments will occur annually on January 1st through 2030. Customers may access the rate study report and Proposition 218 Public Hearing Notice below. 

For residents needing assistance, the City offers two rate assistance programs:

  • Low-Income Rate Assistance (LIRA) Program is aligned with PG&E CARE and the Sac Sewer Lifeline Programs. The program offers a $20 monthly bill credit ($18 for water/sewer, $2 for Refuse).

  • Fixed Income Senior Rate Assistance (FISRA) is a new program for seniors on a fixed income who are above the CARE and Sewer Lifeline program income limits. The program offers a $15 monthly bill credit on water and sewer bills.
